Authorize an effect. Read the receipt.

In a scoped evaluation, an application proposes a bounded effect, HIOP evaluates current authority, and the evaluation preserves a decision record. If authority cannot be established, the action does not proceed.

1. Identify the actor and the effect
An agent, a named effect, parameters, and a unique request id.
2. Request an authority decision
Submit the bound action through the evaluation interface supplied for the engagement.
3. Keep the receipt
Permit or deny is not complete without evidence of the decision.

Public boundary: production routes, schemas, credentials, trust anchors, and deployment configuration are not published here. This is a conceptual evaluation flow, not a live production tenant.
