Treat the asset as a governed object with a durable identifier, sourced evidence, provenance, lifecycle events and explicit relationships. The identity should survive system changes without silently rewriting prior state.

Identity quality depends on the evidence, integrations and verification controls available for the asset. Legal title, ownership and regulatory determinations remain outside the identity record unless separately verified by the appropriate authority.
