Identify the organization, systems, agents, assets and consequential effects in scope.
2 · Define authority
Separate allowed effects, approval-required effects and denied effects.
3 · Recommend
Map the need to HIOP, a Hood product, a solution bundle, or no-go if the current product is not appropriate.
4 · Commercial review
Document scope, success criteria, price, deployment boundaries and required approvals before work begins.
