Three outcomes are on the workstation. lab.observe returns PERMIT, with a teaching nonce, and still does not dispatch inside handle. send email returns PERMIT_WITH_APPROVAL, with no nonce. production.deploy returns DENY. Only a fresh PERMIT can later be handed to Rain. PERMIT_WITH_APPROVAL does not dispatch. DENY does not dispatch. Hold the flags on the screen until you can say that without looking at the labels.
