Fail Closed and Durable State

Deny a blank request, then show restart creating no new permit.

When the request is blank, the workstation fails closed. The blank request id is DENY, reason malformed, and nothing executes. There is no best guess. Durable state is the other half of the lesson. A successful dispatch consumes the nonce. Restart restores that consumed state. It does not mint a permit and it does not run the effect again. Malformed input fails closed. Restart is not a reset button for authority.
